“Australian universities are losing ground in their global academic reputation, funding levels and perhaps most alarmingly – in areas of great traditional strength: international research collaboration and attracting international talent,” Baty said.

“Many in the sector are deeply concerned about the upcoming new international student caps, which could further erode revenues for some top institutions and tarnish Australia’s leading reputation as an open and internationally focused sector.”

The rankings, which are closely watched in the industry and used by universities in their marketing efforts, are based on performance indicators that measure an institution’s performance in five areas: education, research environment, research quality, industry and international prospects.

However, many experts are skeptical of the index’s usefulness in providing a clear picture of the state of the industry. “These are not necessarily the factors that institutions would prioritize, and they are not necessarily the factors that students would prioritize when selecting college,” Norton said.

Monash University declined to comment and the University of Melbourne did not respond to questions about its lower ranking in this year’s index.

Instead, Vice-Chancellor Duncan Maskell said he was focused on ensuring the university maintained its position as the highest ranked in Australia.

“The results confirm our commitment to excellence in education and research, and serve as motivation for us to continue to meet the highest standards,” he said.

Federal Education Minister Jason Clare also warned against putting too much emphasis on ratings.

“Universities are not just about rankings. They should be about students,” he said.

“It should be about helping more Australian students from all walks of life, from the city and the bush, have a chance at university and ultimately a career.

“We have a good higher education system in Australia, but the truth is that it could be much better and fairer.

“That is what the reforms to the University Agreement that I am implementing are all about.”
