Southport attacker accused of possessing al-Qaeda material and making ricin

On Tuesday he was charged by the Crown Prosecution Service with production of a biological toxin, contrary to section one of the Biological Weapons Act 1984, and possession of the manual under section 58 of the Terrorism Act.

Mr Rudakubana was born in Cardiff to Rwandan parents and was revealed after a judge lifted a reporting restriction following a press request.

The attack sparked widespread protests and unrest across the country, fueled by online speculation about the attacker and his motives, including false claims that he was an asylum seeker.

Dozens of police officers were injured, garbage bins were set on fire and police vehicles were torched during riots.

According to the National Council of Police Chiefs, police have made a total of 1,590 arrests and filed a total of 1,015 charges since July 29.
